The
United States Senate passed the revamped and renewed Patriot Act by 89-10. Now
(as of March 7, 2006) the bill awaits President Bush’s signature to become law.
Along with the anti-terrorism measures, the new version of the Act includes
provisions to battle Meth manufacturing, distribution and use across the
nation. Key elements of the move include:
* Move cold medicines
with pseudoephedrine, a main ingredient of Meth, behind the counter in retail
stores.
* Impose limits on how much a person can buy: 300 30-mg pills in a month and 120
a day. An exception would be "single-use" amounts of individually packaged
pseudoephedrine products. – Starting in April 2006.
* Require signature and identification for purchases. – Starting September 30,
2006.
* Authorize $585-million for enforcement, training and research into treatment.
The money would include $20-million for grants for children exposed to the Meth
drug trade.
* Criminal provisions would qualify more manufacturers and dealers for "king
pin" legal status and subject them to harsher penalties.
