Minnesota's general population is 87.5% white. Five years ago, Minnesota had no Meth offenders in prison, and four years ago the inmate population was 46.4% white. For years, there has been concern and controversy over the high percentage of inmates who are minorities. Now there are more than 1,000 incarcerated on Meth charges - and 94% of them are white. The growing number of Meth related cases is creating a pressure on the prison system as well as the chemical dependency treatment facilities. Some state legislators, along with the Minnesota County Attorneys Association, are proposing a new policy of early release for selected offenders who complete drug treatment.
